Job Summary:

This administrative position directly reports to the director of public affairs and supports the LTD Board of Directors and general manager.


Essential Duties:

  • Performs specialized, complex secretarial and clerical duties in support of the Board of Directors, general manager, director of public affairs, and committee members.  This includes screening and responding to visitors and inquiries, coordinating the business needs of various meetings, calendar management, and travel arrangements.
  • Prepares, attends, and clerks meetings; restores meeting spaces to original set-up.
  • Organizes, records, transcribes, and distributes meeting minutes.
  • Coordinates the preparation and distribution of Board meeting agendas.
  • Prepares, edits, and distributes correspondence, resolutions, and other documents.
  • Prepares requisitions and performs other tasks related to procurement and travel; oversees contracts for services related to clerk of the board functions.
  • Prepares, distributes, indexes, files, and archives ordinances, resolutions, proclamations, certificates, and other documents resulting from Board actions.
  • Coordinates accurate and timely information for use on the District website.
  • Oversees the public records requests process including preparing responses, maintaining logs, and assuring timelines are met.
  • Researches and compiles a variety of information and data for report preparation and Board decision-making.
  • Receives and processes various applications and forms for Board action, including assessment appeals, agreements, etc.
  • Maintains Board of Directors' roster, committee rosters, and other pertinent information.
  • Processes and files Board and committee appointments, resignations, and postings.
  • Coordinates and manages the orientation and ongoing training of the Board.
  • Oversees compliance of Board of Directors ethics disclosures.


Knowledge of:

  • Pertinent federal, state and local laws, codes, ordinances, and regulations, as well as LTD policies, rules, and procedures.
  • Modern office practices and technology, including record-keeping and filing systems, receptionist / telephone techniques, business letter and report writing, and the use of computers for word and data processing.
  • Basic business arithmetic.
  • Advanced writing skills. Knowledge of AP style is preferred.
  • Basic parliamentary procedures.
  • Legal requirements for filing, publishing, and processing various Board matters.
  • Ability to manage electronic files and data in a network environment, including document management, file, and folder organization in compliance with record retention regulations.
  • Strong organization skills and attention to detail.
  • Excellent communication skills: giving and receiving concrete and specific instructions and directions; interpreting and concisely explaining technical information to others.

  • Independently organize work, set priorities, meet critical deadlines, and follow up.

  • Establish and maintain complex and extensive record-keeping systems and files.
  • Research and organize pertinent historical and legal materials for Board issues.
  • Maintain the security and confidentiality of specified records, information, and files.
  • Use computers effectively for word and data processing and records management.
  • Type or word process accurately at a rate required for job completion (ideally 60+ wpm).
  • Perform speed note-taking with accuracy.



  • Minimum of three years of experience with increasing responsibility in secretarial/clerk position in a team oriented environment.
  • Higher-level (advanced high school or college-level) English classes, such as grammar and composition.
  • High school diploma or equivalent. A bachelor's degree or some college course work in business, liberal arts, or a related field is desirable.
  • A combination of other experience and training that enables the candidate to perform the job duties.
  • Ability to work early mornings, evenings and weekends.


Compensation is $23.75 to $31.67 per hour, plus comprehensive benefits.
