General Summary

The Labor Relations Manager is responsible for developing and implementing labor relations strategies and ensuring compliance with labor laws and regulations. They will serve as a key liaison between management and employees to ensure fair labor practices, compliance with labor laws, and effective implementation of collective bargaining agreements (CBAs). This role supports the development and maintenance of positive labor-management relations, provides guidance on labor policies, and assists in resolving workplace conflicts.

Essential Duties & Responsibilities

  • Serve as the primary point of contact for LTD management in all union related matters, including leading union contract negotiations.
  • Interpret, implement, and enforce provisions of CBAs and labor laws.
  • Address employee grievances and manage conflict resolution processes.
  • Ensure fair labor practices and employee engagement.
  • Identify, assess, and mitigate risks related to labor relations.
  • Provide advice and support to management and employees on labor-related issues.
  • Investigate and resolve grievances, disputes, and disciplinary matters in accordance with organizational policies and labor agreements.
  • Conduct training sessions for management and staff on labor relations, conflict resolution, and legal compliance.
  • Develop and implement labor relations policies and procedures.
  • Monitor and ensure compliance with federal, state, and local labor legislation and regulations.
  • Prepare reports and maintain records related to labor relations activities, including grievance logs and negotiation outcomes.
  • Support organizational change initiatives by ensuring alignment with labor policies and collective agreements.
  • Foster positive communication between management and employees.
  • Collaborate with cross-functional teams to integrate labor relations and risk management strategies into overall business objectives.
  • Maintain confidentiality and impartiality in all labor relations matters.

Supervisory Responsibilities

  • This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions within their department and others across the district.

Fiscal Responsibility

  • This position adheres to procurement policies and procedures including managing contract compliance.

Minimum Qualifications

Required Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and coursework can substitute for years of experience. Typical qualifications would be:

Experience:

  • Bachelor's degree in Human Resources, Industrial Relations, Labor Studies, or a related field.
  • 5+ years of experience in labor relations, human resources, or employee relations.
  • Proficient in MS Office and HRIS systems.

Preferred:

  • Master's degree in Human Resources, Industrial Relations, Labor Studies, or a related field.

  • Knowledge of labor laws and practices, including the National Labor Relations Act (NLRA) and other applicable employment legislation.

Position Type and Expected Hours of Work

  • May work in a normal office environment and/or remote office as approved. Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.

  • Typical work hours are Monday through Friday 8am until 5pm, however, abnormal hours are expected and required to reach all employees.

Travel

  • Travel within the metropolitan area is required.
  • Occasional travel outside of the region may be required.
