General Summary

Under the direction of the IT Director and the guidance of the Senior Network Engineer, the Network Administrator supports and maintains Lane Transit District's network infrastructure. This role focuses on operational reliability; administering wired and wireless networks, firewalls, switches, routers, and related systems to ensure secure and efficient network performance. The Network Administrator works with a high degree of hands-on responsibility for monitoring and troubleshooting, while following the designs, standards, and strategies set by senior IT staff and IT leadership. Collaboration with the Senior Network Engineer, other IT team members, and vendors is a key part of the job, providing opportunities to learn advanced skills.

Essential Duties & Responsibilities

  • Continuously monitor network performance (LAN, WAN, wireless, and fiber links) using appropriate tools. Respond to alerts and take action to maintain high uptime and reliability of network systems.

  • Perform regular maintenance tasks such as backing up configurations, installing patch updates on network devices, and ensuring network equipment firmware is up-to-date and secure.

  • Troubleshoot and resolve network connectivity issues (Tier-2). Escalate unresolved or complex issues (Tier-3) to the Senior Network Engineer or vendors. Participate in post-incident reviews and ongoing improvement.

  • Carry out network configuration changes and implementations as directed. This includes applying firewall rule updates, VLAN changes, wireless configurations, and provisioning of network services according to approved designs and change management procedures.

  • Install and configure network hardware (e.g. routers, switches, firewalls, access points) and execute hardware replacements or upgrades. Ensure new equipment is integrated smoothly into the environment, following standards defined by the Senior Network Engineer.

  • Manage day-to-day administration of VPN connections, network access control systems, and firewall policies. Enforce network security protocols by applying access control lists, updating security settings, and monitoring for potential threats or vulnerabilities.

  • Ensure mobile networking equipment receives timely updates and patches. The Network Administrator may be Consulted or Informed on certain transit technology network issues while other specialized staff take lead.

  • Act as a key technical resource for network-related issues within the IT team. Resolve escalated support tickets involving network problems (e.g. complex user connectivity issues, site outages) that frontline IT support technicians (Tier 1) could not solve. Work patiently with end-users and other IT staff to diagnose issues, and communicate solutions or workarounds clearly.

  • For critical or highly complex issues, escalate to the Senior Network Engineer (Tier 3) or vendors as appropriate, while providing all relevant diagnostic information and efforts attempted.

  • Collaborate with the Senior Engineer in troubleshooting major incidents, learning from their problem-solving approaches. Ensure proper incident documentation and contribute to post-incident reviews.

  • When issues involve vendor-managed systems or warranties (e.g. firewall support contracts or ISP outages), coordinate with vendor support to open tickets, exchange information, and drive issues to resolution.

  • Maintain and update network documentation, including topology diagrams, IP address inventories, device configurations, and operational procedures.

  • Adhere to network standards and security policies defined by senior IT management. Assist in documenting operational procedures, where network administration processes can be improved, provide input to the Senior Network Engineer for process and technical solution development.

  • Support compliance efforts by performing routine checks and data gathering for audits related to network security, data protection, and regulatory requirements.

  • Assist in implementing any remediation actions identified during compliance reviews or vulnerability assessments.

  • Contribute to IT projects that involve network components. Work with project leadership to carry out assigned tasks such as configuring new network segments, installing equipment at new sites, or testing network failover.

  • Ensure project tasks are completed on schedule and report progress or roadblocks to the project lead.

  • When the organization undertakes network expansion or upgrades, assist in the implementation. The Senior Network Engineer will design and lead these initiatives, while the Network Administrator supports execution - e.g., coordinating outage windows with end-users, racking and cabling new devices, and executing test plans.

  • Work closely with other IT teams (Systems, IT Support, Applications, Data Team, and ITS technology teams) to ensure network changes and dependencies are communicated and coordinated.

  • Foster good communication so that network services align with application and operational needs across the District.

  • Monitor and analyze network performance. Identify trends and recommend improvements based on operational observations.

  • Participate in IT change management processes for network changes. Prepare change requests and documentation for significant network modifications and follow approval workflows. Ensure that risk assessments are done for changes and that back-out plans are ready.

  • Assist in implementing and maintaining network portions of the disaster recovery plan

  • May assist Senior Network Engineer in regional coordination efforts related to infrastructure.

  • Support development of metrics and dashboards in collaboration with senior staff

  • Maintain vendor relationships and provide input on service evaluations

Qualifications

  • Education & Experience
    • A Bachelor's degree in Computer Science, Information Technology, or related field, and 4+ years of professional experience in network administration are expected. Prior hands-on experience with LAN/WAN management, firewall configuration, and network troubleshooting in an enterprise environment is required.
  • Technical Skills
    • Proficiency with networking technologies (routers, switches, firewalls, VPNs, wireless APs) and network protocols. Familiarity with network monitoring tools and incident response processes. Knowledge of network security best practices. Exposure to fiber infrastructure and mobile networks is beneficial due to the transit-specific network components.
  • Soft Skills
    • Strong analytical and problem-solving skills to troubleshoot issues efficiently. Good communication skills to work with technical staff, end-users, cross-functional teams, and vendors. Ability to explain technical issues in clear terms. Ability to document work thoroughly and follow organizational processes.
  • Professionalism
    • A demonstrated ability to work independently on routine tasks while knowing when to seek guidance on more complex problems. The role requires initiative and a continuous improvement mindset. The Network Administrator should be proactive in identifying issues and opportunities, aligning with the District's standards and the IT Director's strategic guidance.

Certifications such as Cisco CCNA/CCNP, Juniper JNCIP, Fortinet NSE, or ITIL Foundation are looked upon favorably as evidence of technical growth.   • Preferred:
    • CCNA, CCNP, NSE, JNCIP-ENT or equivalent industry certifications.
    • 4+ years of progressively responsible experience in enterprise network administration

Position Type and Expected Hours of Work

  • May work in a normal office environment and/or remote office as Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.
  • General office hours: Monday through Friday 8am until 5pm or as approved
  • Occasional abnormal hours are expected and required for specific events or situations
  • This role is designed for career progression. The administrator will be mentored by the Senior Network Engineer, take on technical challenges, and receive regular feedback.

Travel

  • Travel within the metropolitan area is required.
  • Occasional travel outside of the region may be required.
