General Summary

Under minimal supervision, this position is responsible for daily oversight of the District's accounting functions and related activities including administration of the financial system, general ledger, balance sheet account balancing, and banking reconciliation. Additionally, the Sr. Accounting will oversee daily work verifying and approving transactions from subsidiary ledgers performed by junior staff; GASB, GAAP & LTD accounting policy and process subject matter expert, assisting with the District's budget & forecasting processes; applying the principles of accounting to analyze and report on financial information and perform variance analysis, predictive analytics, scenario modeling and associated narratives; providing accounting, grant, and audit process support and improvements; performing varied and complex technical accounting analysis; and assisting with strategic financial management. This position will oversee generation the department financials including the Comprehensive Annual Financial Report (CAFR), Statement SEFA, Annual Budget, analyze and report on financial information and perform variance analysis, predictive analytics, scenario modeling and associated narratives.

Essential Duties & Responsibilities

  • GASB, GAAP and LTD accounting policy and process subject matter expert
  • Assist in year-end closing process, including analysis of account balance changes and oversight of the preparation for the Comprehensive Annual Financial Report (CAFR) to a standard that obtains the Certificate of Achievement for Excellence in Financial Reporting from the GFOA.
  • Act as administrator for the automated financial system, run reports at an expert level
  • Ensure that accounting activities (journal entries, closing entries, internal controls, etc.) are conducted and reported in accordance with Generally Accepted accounting Principles (GAAP) and that LTD's financial reporting complies with GASB requirements and LTD policies and processes.
  • Ensure compliance to financial reporting requirements of Federal and State agencies and the LTD Board of Directors.
  • Act as primary liaison to external auditors and Federal and State agency auditors in the examination of LTD's financial records to ensure timely and accurate completion of: 1) schedules and PBC requests, 2) financial reporting, and 3) reconciliations.
  • Ensure compliance with Oregon Budget Law. Assists in mid-year forecast, annual budget & monthly reporting.
  • Ensure that written accounting policies exist and are updated to provide for strong internal controls and safeguarding of LTD's assets, as well as, accurate and timely reporting of financial data.
  • Ensure standard operating processes for accounting functions are timely, accurate, and repeatable.
  • Reviews and analyzes agency accounting procedures & GL structure for conformance with laws, regulations and GAAP/GASB.
  • Performs audits to ensure accounting policy/procedure compliance and general ledger propriety.
  • Performs audits of cash processes
  • Assists with the National Transit Database Reporting by providing required financial information.
  • Completes monthly bank reconciliations
  • Approve journal entries, monitor and review transactions
  • Other related duties as assigned
  • Provide senior management the analysis, scenario modeling, narratives and information needed to make operational, financial and strategic decisions. This analysis includes, but is not limited to account balance variance analysis, predictive analytics, payroll tax analysis, rolling forecasts and financial modeling for collective bargaining negotiations.
  • Provides understanding and backup for the District's accounting systems including payroll, AR, and AP processes.
  • Other related duties as assigned.

Supervisory Responsibilities

  • This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.

Fiscal Responsibility

  • Adhere to Generally Accepted Accounting Principles and the Governmental Accounting, Auditing and Financial Reporting standards
  • Adhere to Federal Transportation Authority and Oregon Department of Transportation grant requirements
  • Practice Due Professional Care in regards to District financial transactions, revenue and expenditures
  • This position adheres to procurement policies and procedures including managing contract compliance. This position also assists in the development, management, and reconciliation of the budget.

Minimum Qualifications

Required Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience. Typical qualifications would be:

Experience:

  • A bachelor's degree with specialization in accounting from a recognized college or university.
  • A minimum of five (5) years of experience in public or private sector accounting or finance.
  • Intermediate Microsoft Excel skills.
  • Experience as a finance/accounting professional.

Preferred:

  • A master's or advanced degree.
  • Demonstrated experience:
    • Advanced Microsoft Excel skills.
    • FTA and ODOT guidelines for grants accounting and reimbursements.
    • Managing an automated financial system

Position Type and Expected Hours of Work

  • Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.
  • Monday through Friday 8am until 5pm
  • Occasional abnormal hours are expected and required for specific events and to reach all employees.

Travel

  • Travel within the metropolitan area is required.
