General Summary

Under general direction, individuals assigned to this position are responsible for the development, negotiation, and execution of Lane Transit District (LTD) contracts. The ideal candidate will have substantial experience in contract review, drafting, and management, as well as a deep understanding of legal principles and contract law. This role involves reviewing, and analyzing various contracts and agreements, ensuring compliance with State of Oregon and Federal Transit Administration (FTA) legal standards and organizational policies.

Essential Duties & Responsibilities

  • Contract Review and Analysis: Thoroughly review and analyze contracts, agreements, and other legal documents to ensure accuracy, compliance, and alignment with organizational goals and legal requirements, following State of Oregon and FTA contracting rules.
  • Drafting and Negotiation: Drafting, revising, and negotiating contract terms and conditions. Provide recommendations for modifications to protect the LTD's interests.
  • Contract Management: Maintain an organized system for tracking and managing contracts, including deadlines, renewals, and compliance obligations.
  • Legal Research: Conduct legal research to support contract review and interpretation. Stay updated on changes in relevant laws and regulations that may impact contract terms and enforcement.
  • Compliance Assurance: Ensure that all contracts comply with applicable laws, regulations, and company policies. Address any compliance issues or discrepancies.
  • Stakeholder Coordination: Collaborate with stakeholders, including business units, and management, to address contract-related issues and provide guidance, and consult with external legal counsel as needed.
  • Document Preparation: Prepare and finalize documents, including contracts, amendments, and related correspondence. Ensure all documents are properly executed and filed.
  • Training and Support: Provide training and support to Procurement Staff and other staff on contract management and legal best practices.
  • Performs related duties as assigned.

  • Adhere to procurement policies and procedures
  • Manage contract compliance and management
  • Assess risk in contracting
  • Provides recommendations to LTD leadership on signing all contracts

Minimum Qualifications

Required Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience. Typical qualifications would be:

Experience:

  • Minimum of a Bachelor's degree in Paralegal Studies, Legal Studies, or a related field. Paralegal certification from a recognized institution is highly desirable.
  • Minimum of five (5) years of experience as a paralegal, with a strong focus on procurement contract review and management.
  • Demonstrated knowledge of applicable state and federal regulations such as: Oregon and FTA contracting regulations; and/or other applicable federal and state regulatory compliance requirements.

Preferred:

  • Experience in the transit industry or with Federal Transit Administration preferred
  • Knowledge of procurement policies and procedures is desired, but not required

Position Type and Expected Hours of Work

  • May work in a normal office environment and/or remote office as approved. Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.
  • Monday through Friday 8am until 5pm
  • Occasional abnormal hours are expected and required for specific events and to reach all employees.

Travel

  • Travel within the metropolitan area is required.
  • Occasional travel outside of the region may be required.
