Description

The primary function of this position is to provide Professional Project Management as an internal Project Manager for Information Technology focused efforts with large IT components impacting a majority of LTD business units and/or systems. This is a highly collaborative role that will require the individual to work across all areas and processes within the District.


Essential Duties & Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.


· Coordinates and manages technology projects for in-house or vendor-based development.

· Formulates system scope and design objectives through research and fact-finding to RFP preparation, vendor selection and configuration of vendor-maintained systems or modification of in-house systems.

· Prepares detailed specifications from which vendor systems are procured or configured.

· Creates, maintains and drives project timeline and deliverables.

· Provides consistent communications with vendors, stakeholders and project teams in order to facilitate delivery of systems on-time and on-budget.

· Determines operational objectives by studying business functions, gathers information and evaluates output requirements and formats.

· Proactively engages present and future stakeholders in design, priority setting and implementation.

· Provides references for users by writing and maintaining user documentation, providing help desk support and training users.

· Defines operational and business process requirements.

· Provides technical consultation and guidance to staff and end-user workgroups on complex business systems issues.

· Evaluates existing systems and/or business needs to analyze, design, recommend and implement system changes.

· Extends existing technologies through design, testing, experience, and warranty reviews on the technology itself after a defined period.

· Identifies program and/or system errors and provides clear communication to vendor and/or IT staff on system issues, tracking changes and error resolution.

· Researches tools, methods, technology trends and/or vendors.

· Provides usability feedback in all products.

· Leads or serves on technical teams within the IT department which, through teamwork, contributes to positive outcomes for client departments.

· Participates in the oversight and/or implementation and upgrade of Application systems.

· Authors release notes and supporting documentation on product updates and upgrades.

· Communicates effectively with managers, technical and non-technical personnel at all levels.

· Establish and oversee project tracking within Asana ensuring all project phases, tasks, assignments, and timelines are accurately recorded and maintained

· Document and enforce project governance standards, including decision-making protocols, escalation paths, and defined accountability at each stage

· Set up project templates, milestones, and automated reminders to support efficient tracking

· Ensure all team members and stakeholders are properly trained on Asana, including required best practices for consistent use across projects.

· Define formal escalation paths for project risks, delays, or decision bottlenecks, including when and how to escalate to leadership

· Maintain documentation on governance processes, including RACI responsibility matrixes, ensuring they are accessible and updated

· Conduct periodic reviews of Asana usage across projects to ensure compliance with established governance and flag gaps for corrective action

· Prepare and distribute concise weekly project reports, summarizing status, milestones, blockers, risks, and key decisions for leadership review



  • Conduct information-gathering interviews and obtain feedback from clients and customers.
  • Develop and manage BI solutions.
  • Provide reports, processes, and BI applications through the application life cycle.
  • Collaborate with business users.
  • Communicate with nontechnical business users to determine specific business requirements for reports and business intelligence solutions.

  • Performs independent audits and reviews and validates databases to ensure data integrity.

  • Create summary reports of a company's current standings.
  • Maintains an accurate and comprehensive inventory of data, data systems, and data

  • Ensures optimum service to all internal and external partners in response to all requests for service and information.
  • Perform monthly system audits of assigned systems for data quality and improvement opportunity.
  • Conduct monthly facilitation of dashboard performance monitoring with assigned cross-functional groups.
  • Produce quarterly summary reports on assigned organizational KPI's
  • Provide annual support of organizational performance assessment in assigned areas.
  • Works collaboratively with staff to resolve data discrepancies and/or to clarify reporting procedures.
  • Protects confidential information.
  • Performs related duties as assigned.

Supervisory Responsibilities

  • This position does not supervise others.

Fiscal Responsibility

  • This position does have oversight of project budgets, including invoice approval for project related expenses.

Minimum Qualifications

Required Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience.

Typical qualifications would be:

Experience:

  • Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Finance, Business, or other relevant education.
  • Minimum of three (3) years of progressively responsible experience in the associated fields of expertise.

Preferred

  • Project Management Professional certification or equivalent experience in project management process.
  • Experience in the transit industry or with the Federal Transit Administration preferred. Professional licenses in continuous improvement domains preferred.
  • Microsoft Office Suite - Outlook, Word, Excel, PowerPoint, Project, SharePoint, Visio, Teams
  • Agile Technology Adopter - Able to quickly learn internal business applications - LMS, CRM, ERP, POS, EAM, etc.
  • Technology Infrastructure - Understanding of overall technology infrastructure and technical security requirements.

  • Project Management - Knowledge of Project Management best practices and principles for managing all stages of an IT project from inception through RFP, selection, planning, implementation and training.

  • Information Technology and Software - Knowledge of Information Technology components such as servers, databases, software, APIs, reporting, analytics, backup systems, cloud technology.

  • Personnel Management - Knowledge of best practices in managing personnel, time and tasks for optimal project outcomes.
  • Training - Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups and the measurement of training effects.

Ability to:

  • Develop detailed project plans including deliverables, personnel, time estimations, dependencies and integrations.
  • Collect data about customer and stakeholder requirements and preference.
  • Analyze information collected from requirements and utilize to create and update RFPs, feature requests and project plans.
  • Representing the organization to external partners, and providing information to vendors, supervisors, co-workers and other internal stakeholders by telephone, in written form, e-mail or in person in a timely and coherent manner.
  • Developing specific goals and plans to prioritize, organize and accomplish project work.

  • Managing staff time, project work and deliverables to adhere to project budgets and provide timely feedback on financial impacts of project decisions.
  • Preparing resource allocations plans for projects, and monitoring resource usage to ensure projects are delivered on-time and on-budget.
  • Develop detailed plans for providing training and best-use practices on project features and capability.
  • Training-end users from overall systems managers down to daily task users on all aspects of implemented features.
  • Analyzing information and evaluating results to choose the best solution and solve problems.
  • Cross-training in internal IT job functions. Providing ongoing backup and support to other Project Management staff, as well as to Applications Administration.
  • Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.

Position Type and Expected Hours of Work

  • Monday through Friday 8am until 5pm
  • Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.
  • Occasional abnormal hours are expected and required for specific events and to reach all employees.

Travel

  • Occasional travel outside of the region may be required.
