General Summary

The Director of Marketing will identify, develop, execute, and lead LTD's strategic marketing, public relations, and community outreach strategies with the goal of increasing usage of regional mobility service under the LTD umbrella of services. In collaboration with the Business Intelligence Division, the Director of Marketing will utilize market research, industry data, and non-user data to develop the marketing plan. The duties and responsibilities of this position are carried out within the framework of established policies and procedures.

Essential Duties & Responsibilities

  • Identify, develop, and execute the LTD's internal and external strategic marketing strategy utilizing a program of market and customer research
  • Oversee the District's outreach strategy for external audiences; coordinate external outreach programs including outreach efforts for transit services, planning and capital projects and District priorities; produce communication materials, including graphics and various digital formats for print and electronic newsletters, social media content, news releases, billing inserts, brochures, photo displays, slide shows, video productions and other customer facing content.
  • Develop and oversee the department budget, performance goals, and collateral material for stakeholders including the public, elected officials, and the Board of Directors
  • Identify and coordinate participation and partnerships with local cities and/or agencies for various community events, educational programs and regional public forums;
  • Convene and facilitate a multi-disciplinary committee for reviewing customer experiences associated with LTD mobility services monthly and work with committee to identify actionable items to continually improve the customer experience
  • Actively participate in the professional develop of the department to create stronger skill sets in the field of marketing
  • Ride LTD services no less than 8 one-way trips monthly
  • Other duties as assigned.

Supervisory Responsibilities

  • Coordinate the production of signage the District internal and external publications including informative brochures, newsletters, informational materials, PowerPoint presentations and web copy.
  • Ensure website and content are current and in alignment with the strategic marketing plan.
  • Develop and oversee execution of informational programs, and all associated preparation strategies, for schools, nonprofits and public and private businesses; lead informational events and activities associated with District programs such as transportation options, group pass programs and rider-related activities.
  • Support the development of District publications and reports, including the Long -Range Financial Plan, Community Investment Plan, Annual Budget Report, STIF Plan, etc.
  • Oversee informational programs for schools, nonprofits and public and private businesses; lead informational events and activities associated with District programs such as transportation options, group pass programs and rider-related activities.
  • Oversee the execution community fairs, school programs and other community events and all associated marketing materials.
  • Coordinate participation and partnerships with local cities and/or agencies for various community events, educational programs and regional public forums; monitor and track public affairs activities of other local cities, Lane County and other regional agencies; lead the development and coordination of regional outreach programs.

Fiscal Responsibility

  • Actively contributes to the productivity of the agency; demonstrates good stewardship of company time and resources; displays high standards of ethical conduct.

Minimum Qualifications

Required Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience. Typical qualifications would be:

Experience:

  • Bachelor's degree from an accredited college or university with major course work in Marketing or related field.
  • Work experience in the marketing field that includes at least five (5) years of supervisory experience and a demonstrated record of employee development that would support the effective performance of the essential job functions.

Preferred:

  • Master's Degree in Marketing, or related field and ten years of experience in a supervisory role managing a small-to-mid-size marketing department.
  • Previous experience working with government agencies or public transportation operations.
  • Proven track record of employee development

Competencies for Successful Performance of Job Duties

Knowledge of:

  • Knowledge of industry trends and marketing practices as they apply to developing and carrying out strategic marketing plans for increasing use of LTD's services.
  • Knowledge in utilizing various market insight tools for developing key messaging and identifying key target audiences for increasing usage of LTD services.
  • Knowledge of principles and practices of leadership and management including: budgeting, fiscal accountability, and employee supervision, work planning, performance management, and collaborative work relationships.

Ability to:

  • Ability to represent the District effectively with public officials and with media representatives on a variety of issues.
  • Ability to exercise sound independent judgment and political acumen within general policy guidelines.
  • Ability to communicate in a professional manner with District management, coworkers, the general public, inter-agency and elected officials through verbal and written communication in face-to-face, one-on-one and group settings.

Salary Range: $103,380 to $149,657
